The implementation of the Order for Lifelong Restriction (OLR) sentence in Scotland.
Abstract
This roundtable is about the implementation of the OLR sentence in Scotland, and covers several publications available on the RMA website - https://www.rma.scot/research/olr-2/ –
Paper 1. The Offending Behaviour of those sentenced to the Order for Lifelong Restriction
This provides a detailed analysis of the offending behaviour of individuals subject to an OLR at the point of sentencing. It explores the pattern (e.g. onset, duration and frequency) and nature (e.g. violent, sexual, IPV, and other) of offending behaviour demonstrated by this group of individuals and also looks at subgroups such as young people, intimate partner violence, and those with no previous convictions.
Paper 2. Initial insights into experiences of release, community integration and recall for individuals on the Order for Lifelong Restriction
Using interviews with individuals who are subject to the Order for Lifelong Restriction sentence, this research captured first hand experiences of the sentence, including release and community reintegration. The study provided a valuable insight into the perceived supports and challenges of progression and community integration in this population.
The roundtable would also incorporate discussion around an ongoing piece of work on the implementation of risk management plans for individuals subject to an OLR. This involves mapping out the journey, post-sentence, of every OLR to explore what may be working or not working, with particular attention on key needs and responsivity factors within the group of individuals, and how these are or are not met within their case management.
The roundtable would aim to bring together the key findings of existing publications to enhance understanding of the individuals subject to the OLR. It will also explore the ongoing work around the implementation of risk management plans, and seek to involve participants in a discussion around what is working or not working regarding the sentence.
